Butterfly bushes badly "pruned" by landscaper

Hi, I'm not a greenthumb. Our landscaper came to do spring cleanup and in the process, he cut all my beautiful established butterfly bushes down, no more than 6 inches from the ground, some less! They were varying sizes, but all at least 2-3 feet tall/wide. Last year same company did the cleanup and he didn't touch them and they thrived. No idea why he did it this year. I kind of flipped out. He's claiming he did the right thing "because that's what the nursery said to do". But also half-heartedly said if I'm not happy he will replace them. It's been 3 weeks and I'm not seeing growth. Did he really do them in? Should I give them more time or should I just go back to him now to fix what he did? Thank you!
