When is enough, enough?

I have been using a carbide scraper for the top layer.

It removes a lot of brown gunk.

After I use a damp cloth, the old finish weakens, scraping then removes a lot more brown gunk.

But I don't know when to stop scraping and move on to sanding 180 grit. I'm afraid of ruining the wood, as it is veneer. The wood is Sapele.
