I’m trying to remember an old cartoon/short animation and it’s driving me insane.

Here’s I remember:
There was a Jamaican guy (or at least Caribbean-accented character) who played a flute or pipe

A snake would come out of a jar/basket when he played

I vaguely remember another episode/segment where they sang Yellow Submarine

The art style looked really psychedelic and reminded me a lot of the old Locomotion TV aesthetic/style

Possibly from the late 90s or early 2000s, but could be older
I cannot remember if this was a TV show, animated short, or part of a larger cartoon anthology.
Does this ring a bell for anyone?
