BizNews : Meralco is urging tighter regulation of rooftop solar, with a focus on curbing unregistered or “guerrilla” installations that bypass permits and safety checks. At a recent Senate hearing, Meralco vice president and head of utility economics Lawrence Fernandez backed proposed amendments to the Renewable Energy Act, including expanded authority for the Energy Regulatory Commission to streamline net metering rules and approvals.

Meralco has more than 20,000 net metering installations totaling over 170 megawatts (MW), while another 370 MW of commercial solar capacity operates outside the program, bringing total rooftop capacity in its franchise area to more than 500 MW. Fernandez also called on regulators to formalize equipment standards and installer qualifications to ensure system safety and reliability.

The distribution utility warned that “guerrilla” setups are widespread, with about one-third of rooftop systems unregistered, based on data from the Institute for Climate and Sustainable Cities. “There are a lot of installations rather compared to what’s registered. So given the streamlining, maybe … the bill can also include a provision on how the industry can regularize those guerrilla installations,” Fernandez said.
