Thanks everyone for your tips and suggestions. I thought I'd give an update on what I did. Niter appeared where i was originally planning an IZ, so i had to rethink placement and forego one IZ,Dam,Aqueduct triangle i was planning. But I have 4 IZs in close proximity taking advantage of the mines, dams and aqueducts, moreso the dams. I've got the IZs for Yokohama (just offscreen to the left), Fukuoka, Gifu, and Kyoto getting +7,8,9 and 10 adjacency bonuses, respectively. With the Craftsman policy, these are the most productive zones I've ever had. I'm sure those who excel at optimization could pull more, but I'm not great at planning adjacency (with no mods to help either), so I'm happy with the results.

Thanks again, I was originally nervous about the flooding, but the occasional flood damaging the aqueduct was worth it in the long run

I'm thinking two cities, one far right near the Dyes and another near the bottom where the rivers branch. But I'm terrible at planning for cities so appreciate any feedback.

I'm still early game, so not close to dam building and wondering if worth the risk.
