I'm sitting here at work thinking about doing a custom nation game for fun, probably doing a lost culture country where the Phoenicians have some Caribbean islands. I'm trying to decide in between doing spreadsheets what government is the best, both in terms of overall highest buffs and which would be most accurate for this. I'd love to hear what you guys think!

The catch is it can't be country specific, so no Prussian or Venetian government or anything along those lines.
