After the wild success of D1, Rehman character became very popular even more than Hamza's so the producers would have definitely asked Dhar to add some recap scnes of his to generate moeny on it, But Dhar must have denied it do that just like he did for D3 build in end.

If Dhar would have agreed to put some recap scene of Rehman (Akshay Khanna) , don't u think the scene where the Major was telling the story of Rehamn to SP while major's goons were burning Sikh family to get their home would have make sense??

I don't know why they didn't add it
