When changing brake pads and rotors on bmw f30 do you need to also buy new brake pad anti rattle retaining clips or are the old ones ok to be reused usually ?

How do I fix this is the first picture the clear coat gone so just need clear coat or does it need paint and clear coat and the same for the second pics I have already buffed with compound and this is the result you are seeing
