Health question

Any ideas what might be affecting these peppers? I put them in about 3 weeks ago and within a week the leaves started curling. I couldn’t find any aphids but I did see small webs so I assumed mites. I treated them but they still seem to be struggling. I’m also noticing black spots on the leaves now. Should I pick these affected leaves off or let it do its thing naturally?

I’m visiting Punta Cana for the first time with my parents in June. My parents are older and not as adventurous anymore. I’ve done my fair share of traveling in Central and South America. We are staying in a gated community with a private chef but I don’t want to spend a week in an entirely different country and just eat at home/at resorts. Where are some good places where actual Dominicans frequent that isn’t catered towards tourists?
