No flowers even with sun water and food!

Hi Hibiscus peeps! I purchased this plant last year and had SEVERE pest issues. I ended up completely repotting which disturbed the rootball. Eventually in the fall it started bouncing back. This spring it looks really good has put on significant green growth. It sits in full sun gets water consistent for temperatures (80s) and has Nelson's Hibiscus food. I have even used bone meal to encourage blooming. What other things knowledge am I missing?
