Can anyone explain why it's always the toilet paper?

RNZ reporting toilet paper is being stripped bare at Auckland supermarkets ahead of the cyclone.

Look, I get the Covid infection why it stripped it bare, but why is a cyclone a major issue for defecation supplies?

Anyone?
