I wanna get into biking without falling into consumerism

Honestly, looking into starting biking as a hobby, but I really don't wanna get into having to spend a lot for it haha, a lot of times I start and stop hobbies kasi. (Eg. Tennis cuz it got really expensive and personally unsustainable)
After a little research, I found out that the priorities for getting a bike are Hydraulic Disc brakes and an alloy frame.
Looking to get a bike for casual riding in parks, quiet streets, and villages. I have an 8-10k budget and was hoping for suggestions on how to pick things. Are upgrades worth it for 2-3x a week riding and things of that nature.
