Up and down joystick action is finicky af. Anyone else experience this?

Got this Class of '81 machine a while ago. When playing Mrs. Pac-Man, the game stubbornly refuses to react in a timely manner to up and down commands. It will do them eventually, but the problem is so bad, the game is essentially unplayable. And, no, this is not a general lag issue. And, yes, I am aware of the speed settings.

For games like Dig Dug, the up and down response of the joystick is fine. No problem at all. So, I have doubts this is a hardware problem.

Prior to this, I owned a gen 1 Mrs Pac-Man machine. No issues with that machine. Same or different emulation?
