Garden Room/Summer House Rules & Regs

I'm getting close to the back garden stage of our renovation which will hopefully feature a fairly large summer house/garden room. I'm tempted by something like this:

A couple of things that are on my mind that I'm hoping someone might be able to advise on:

- Planning regs: The limits for requiring planning permission seem to mostly boil down to staying under 15m² area and 2.5m height. Would that area be just the internal floor area or the area of the building in total? Also 2.5m from where? I would be building a patio in front of the summer house, would that raise the point that you measure from? What do they consider to be ground level?

- Power: I have watched a lot of Youtube and there seems to be 2 main methods used to send power to an outbuilding (yes I'm aware it's notifiable work), either a supply from the consumer unit to a second consumer unit just for the outbuilding, or a fused spur from an internal socket with an armoured cable going out the wall. Either way it's a job for an electrician, but the latter seems a lot more feasible (accessibility around the consumer unit is not great), I just wondered if there's any reason that people don't seem to break into the circuit and run 2 cables to the outbuilding, adding it to the circuit proper?

The answers to these are probably really obvious to someone else but I'm still in very early planning stages for this, so any leg up is greatly appreciated. I'd just rather not put something up only for the council to tell me to tear it down!
