I just recently bought an e-bike off Facebook marketplace and when I use pedal assist or the throttle, it’s limited to 13mph, regardless of the pedal assist level I’m on. This is strange because it’s meant to go to 20mph and also because the PAS makes no difference at all. I’m pretty sure it’s a Bafang 750W motor. Whenever I go uphill, it can push me fine as long as it’s less than 13mph. This happens even when the rear wheel is in the air and I use the throttle. On all levels. Attached is a picture of the menu.
