New freelancer here - what separates a proposal that gets ignored from one that gets hired?

I've been on Upwork for a few weeks now. Sent about 15-20 proposals. Got 2 views. 0 interviews.

I'm not giving up - I know it takes time. But I want to make sure I'm not making obvious mistakes.

Here's my typical proposal structure:

- Greeting with their name

- "I see you need [thing]"

- 2 sentences about my relevant experience

- "Let me know if you'd like to discuss further"

Is this wrong? What actually works?

For experienced freelancers: Can you share what separates a winning proposal from one that gets ignored?

Specific examples would be super helpful. Trying to learn from people who've been there.
