Approved in interview, ceac status changed to refused (Delhi, India)

Had my O-1 stamping interview at US Embassy New Delhi on May 4. Officer verbally approved it and kept my passport. CEAC showed "Approved" briefly, then a week later flipped to "Application Received" → "Refused" (221g admin processing).

No 221g slip issued, no emails, passport still with embassy.

I know the "Refused" label is just the new way CEAC displays admin processing since 2020 But I need to get back to the US for work and trying to gauge realistic timelines.

For those who went through O-1 (or H-1B) admin processing at New Delhi with passport retained and no documents requested — how long did it actually take? Any luck getting it resolved faster?

Timeline from Approved to Issued, New Delhi

Got approved for o1 visa on May 4th, and ceac status changed to approved instantly. But since then no update, status hasn't even changed to Issued, its been 5 days already. Is this normal? I haven't received any additional requests for information as well. Should I be worried, whats the approx date i might expect to receive my passport?
