Is this light not enough even for a small succulent?

Hi everyone! I decided to buy myself a pair of succulents - my first since I moved to the UK. I bought a small growth light (full spectrum, 48 diodes) as I remember that in my previous home it had worked well. I have noticed some new leaves on my echeveria (I try to avoid direct light on haworthia - that’s why I cover it), but it seems to stretch upwards. I use the light from 7 pm to 1:30 am. My window is on a sub basement level, but when it’s sunny, the light penetrates nicely (east-south orientation). Shall I lower the light down a little bit, or is it too small even for a little echeveria? P.s.: a mango seedling found it even too much. Thanks for your opinions!
