I think a 1% cast chance is toooooo low.
Considering this is an Überquest item compared to Torch and Ani, I think a 1% cast chance is toooooo low. It needs at least 5-15% to be useful. At least I'm grateful it's not a die or lvlup mod like in the old jewels.
