Pgwp refusal to approved

This is my timeline
PGWP applied: 15 May 2025
Refusal due to lack of English proficiency: 9 Feb 2026
PCP officer: Edmonton
Reconsideration: 12 Feb 2025 (add a doc webform)
Approved: 6 May
Celpip: Feb 2025
I also started a JR within 15 days of refusal to have all the options in my hand
JR costs approx $4000 + tax
If u are filling it, ask your lawyer for payment plan. Pay per part/ step.
Reconsideration
You can do it yourself. Just ensure u are stating that you are “eligible” based on all the grounds.
If you are within 180 days of being eligible to apply for PGWP and u received a refusal, just file for a new pgwp and submit a reconsideration on the side for your 1st application.
The trend I have seen from my experience is that since my officer made a decision so late, they were probably one of the more busy officer hence the reconsideration also came in late. For people who applied and got the refusal within shorter frame of time, heard back on the reconsideration faster. This is not a sure shot hypothesis- just a point to consider when u get anxious.
