On top of welfare, I also did childcare 3 times, and in the last action point for the month of March 1940, I cut the taxes of the rich, which shot up my polling from 49.4% to 49.7%. I dunno if I can cut the taxes of the rich twice without popping off a ballooning deficit event, but this is what I've got.

Turns out that all I had to do is not boycott the Olympics, Agrimaxxing, and Educmaxxing (not the scholarships though, it hurts pop front enthusiasm).
