Found this over twenty years ago, posted it in the police newspaper for over a year, the police ended up giving it to me. Kept it in the closet for twenty years, have no idea who the maker is?

Edit: SJ Lau is the designer. I will be getting it appraised, likely GIA one one or two of the sapphires. Thank you all for the appreciation of this piece!
