Windswept Sweater: Pick up for Yoke

I am making the Windswept Sweater by Tin Can Knits. I just finished the left and right sides of the collar (two lace panels of 66 rows each, and now I'm starting the pickup. The pattern says I should be picking up 132 stitches, evenly spaced, which to me would indicate one pickup stitch for each garter ridge. However, that isn't enough stitches (it would be 66, which is one stitch for every two rows, or 33 per panel).

  1. Should I be picking up stitches in between the garter ridges? I'm not entirely sure how to do that without making it look wonky/uneven, but if that's the goal, I'll do it.

  2. Did I misunderstand the panel rows (left/right side of collar and they should actually be twice as long)?

  3. Did I miss a step entirely?

(For reference, I'm making the size 3X and I'm using the book Handmade in the UK.)
