I revamped all my advertising. I have a general ad rate for an active campaign set to 2.5%

Why is it when ending items and selling similar from the inactive tab the default ad rate is giving me 7%? Is this a holdover from when the listing was active? I don't think it is because I haven't ever promoted that high.

When I am listing from scratch the ad rate is giving me 11% as the default.

I have no other active campaigns, they are all ended and deleted.

What am I missing here?

How do I make it default to 2.5?
