Wild Animal Trapped in Apartment. Landlord Won't do Anything

Hello, I live in Pennsylvania. I have had multiple issues with this landlord, from not paying our heating bill to taking 2 months to get locks on our doors. There is currently a squirrel that has gotten into the apartment because the landlord does not take care of the window screens, or anything for that matter. We have been trying to contact him for 2 days. I have called animal control, 911 as we were initially concerned that it might be rabid, property management, and even went to the city. Currently, the city is saying they'll send a health inspector and fine him if it's still there, and animal control is saying they can't act without permission from the landlord. Property management can't reach him and neither can I, because he ignores everyone for long periods of time. I'm getting pretty fed up and would like to know if this is reasonable to being to a lawyer, and if so, how I should start proceeding with that.

He's selling the place because he's decided he doesn't want to be a landlord anymore, but it would appear he's already checked out completely.
