I am going to College in the fall outta high school. I've seen multiple answers on the Internet thus far.

Do I need a scholarship to get into an NROTC program?

If I do get in, do they pay for college if you commission? I'm not too worried about this because I have a Hazlewood. But, if I don't have to use it that would be cool.

Also, I saw that they select people to commission?? I want to join the Navy as an Officer, so how do I ensure that?

I plan on going to University of Houston which runs its Naval Program joint with other schools, the school hosting being Rice. Should I contact the department or am I just overthinking how to get in?

TASSP (since I live in Texas) is still open but the main NROTC scholarship isn't. If there are any other open scholarships I'd like to know.
