I’ve often seen this posted online in a sort of meme format, but some searching online just returned posts on social media and a few cigar websites sharing the anecdote. I’m wondering if this is true?

Secondarily, how do historians go about verifying anecdotes like this? It would seem to me that it would be extremely difficult to verify absent some sort of written record of the transaction. The meme I saw said that this story was shared by someone in the administration years after the fact. Is that considered robust evidence, or would historians generally look for something more concrete?
