Hello, I'm looking to change up the garden and will rotavate the lot.

The old owners had some stone slabs that I'm removing, and I want to know if I should rremove the gravelly bit underneath, or if I'm ok to just add top soil on top.

Or will this affect growth afterwards. If it will, what's an easy way to remove those stones without breaking my back shoveling?
