This flag is of the II Veltro terrorist organization that was responsible for the “Terragrigia Panic” which was a massive bioterrorism attack on the floating city.

This flag can be seen all throughout the game including the cruise ship with Jill Valentine and Parker Luciani and the investigation parts with Keith Lumley and Quint Cetcham.

I love the Resident Evil games, and especially love the Revelation games, and as soon as I remembered this flag from this game, I instantly went to post it here.
