All design after 35% is going to be contracted out?

Our supervisor said that all current design projects after reaching 35% milestone will be contracted out to an AE. Essentially we are moving from design bid buid to a design build. USACE will just handle the 35% design, develop the RFP, and then oversee AE for the design-construction. Are other districts hearing this also?

Has anyone used this book for the WRE exam?

I have access to PPI2PASS through work. I am planning to finish all the lecture videos, however the practice questions seem too hard and is taking too much time to go through. I don't like the PPI2PASS question bank. I am planning to buy this book and also do the NCEES practice exam after I get through all the lecture videos. Any advice would be apprecicated.
