I have noticed it so many times that the staring eleven already has 4 foreign players and still there is a foreign player in the impact sub list. in today's game of dc vs csk, both team have 4 foreign players and still there is a foreign player in the impact subtitutes list.

DC:
in eleven: Pathum Nissanka, Tristan Stubbs, Ngidi, starc
in substututes list: Miller

CSK:
Dewald Brevis, Jamie Overton, Akeal Hossein, Noor Ahmed
in substitues list: Matt short

What am I missing here ?
