How do I reconcile these lines?

I’m doing my first ROW reconciliation and I’m stuck on what procedures I should do here.

I have the centerline rotated in via monumentation and the ROW geometry placed in. And apparently the row line follows a PLSS line and so does the parcel to the east but if the row line is extend out, does not match the parcel line bearing. And the parcel line goes to a monument which I feel like I should preserve.

What’s the procedure here for a super green cad tech
