What's like the simplest answer you could give to the whole "s' or s's" thing?

I'm not a native English speakers and not very high up in english despite what i may think and sometimes struggle with understanding what people mean

When I search up "s' or s's" I barely understand a word, all it repeats is "(whatever) noun" and "(else) noun" but never an explanation

I'm so lost, when you're writing a name that ends with "s", when should you use only an ( ' ) and a ( 's )
