Mattia Empire is born
The Matthias Empire is a nation led by Matthias I, an emperor who reigns supported by his advisors.
Article 1: Form of Government
The Matthias Empire is a constitutional empire. The emperor has the power to sign laws, declare wars, establish diplomatic relations, and sign executive orders; he is the commander-in-chief.
Congress (composed of the House of Representatives and the Senate) has the power to create laws and approve budgets proposed by the government.
Article 2: Territory
The Matthias Empire claims the following territories:
The Emperor's House (Verona).
Bir Tawil (on the border between Egypt and Sudan).
The elementary and middle schools of Casaleone.
Article 3: Foreign Policy
The Matthias Empire has a foreign policy based on intervention in dangerous and high-risk areas, or in worlds seen in books and films, to restore order.
However, if countries wish to establish diplomatic relations, they may do so; in fact, it is highly recommended.
The Empire also relies heavily on diplomacy; interventions are often justified by the war on terror.
Article 4: Laws
The Imperial Congress can create laws, either on the advice of the Emperor or at the initiative of legislators.
A simple majority (50% plus 1) is required for a bill to pass in the House of Representatives (which has 150 seats, with a majority of 75); in the Senate (80 seats, with a majority of 40), a simple majority or, in certain cases, a two-thirds majority is required.
The Senate also has the power to confirm ambassadors and judges, and to approve the appointments of special envoys.
Article 5: The Council
The Emperor's Council is responsible for advising the Emperor on certain matters. It is composed of 10 permanent members and 5 others appointed by Congress.
The first 10 members are:
• Army Advisor: advises the Emperor on military options and invasions.
• Economic Advisor: advises the Emperor on the budget.
• National Security Advisor: advises on internal security.
• Diplomatic Advisor: advises on diplomacy.
• Trade Advisor: advises on trade with other nations.
• Housing and Urban Development Advisor: advises on construction.
• Interior Advisor: advises on internal affairs.
• Imperial Spokesperson: communicates decisions to the press.
• Chief of Staff: organizes events and manages personnel.
• Church Advisor: advises on relations with religions.
Article 6: Army
The Imperial Army is responsible for the defense of the national territory and the execution of military invasions.
Article 7: Elections
Elections in the Empire serve to elect the national parliament, governors, and state legislatures, and are held every two years.
The House of Representatives is mapped by population, while the Senate has 80 fixed seats.
Each new Congress takes office on January 3 of the year following the elections.
Article 8: The Text of the Oath
The text of the oath of a representative, senator, judge, and ambassador is:
"I (name) solemnly swear to observe the constitution, the laws, and the will of the Emperor."
Article 9: Symbols
The symbols of the Empire are: the Roman imperial flag.
The anthem is: The Light of Rome.
