So I just got this bike and the rear tail light with the license plate mount was not angled correctly it could have hit the fender so I slightly bent the frame part where the mount is but some of the paint came off do I need to repair it cause of it rusting ? Or do I just leave it

So I’m new to the spray paint world but anyways I am repainting my whole e-bike and the battery is one of them I sanded it down with 400 then cleaned it then used a black paint and primer came out good how ever as soon as I would spray the clear coat as I’m spraying there is little white dots show up at first I thought it was dust but I don’t think so I shake the can I don’t spray to close or to far away I’m kinda stumped am I missing something ? Feel free to give me your thoughts
