Are the Soccer Ball busses and Rudolph busses the same busses with different decor? Like are those 8 busses only used for the fancy events where they get all dressed up?

I imagine the decoration is in place of the bike racks, so can people with bikes use these busses? (I'm not a cyclist, just someone with a lot of questions...)

Or can any bus have the bike rack removed and a soccer ball/Rudolph nose put it it's place?

This came up in a conversation and my brain won't stop until i find the answers!
