Restored Land Expert Manual Pages
For context, I'm playing one life in RL, currently level 12, and just finished the Power Gambit quest. I completed every Dark Zone early on because I was hoping to upgrade my inventory to legendary before taking on the Mist.
Do expert manual pages only spawn in Dark Zones? Are they not given as quest rewards or sold by Doug at some later point in the game?
