Hi, has anyone used the vivup cycle to work scheme?

i am a trainee and will rotate through different specialties every 4 months however according to my TIS I will be employed by the same trust for the next year at least but just in different specialities. I applied through vivup and was told I won’t be eligible because my contract ends in 4 months, even though I’d be given a new contract by the same trust. is there any way I can escalate or challenge this?
