Hi All, not sure if this is the right subreddit for it but I'd appreciate some help.

I'm looking to start a lemonade stand/pop-up business in Chattanooga. I wanted to start small, at small events that happen on weekends or so, just to test my recipe, and see how things go as I never did this before.

First thing I did was I called department of health and they told me that I need to have a mobile unit/food truck to get a permanent permit. I explained to them that i'm looking for something temporary, not a permanent location, as i will be doing temp events/pop ups, they said something about the operator is the one that reaches out to them.

So I'm really confused and did not understand anything from them. I went on their website and did some research, I found the FMFU permit, seems nice, straight forward, and has all the info. However, it's very specific to farmer's markets. While that is okay with me, I wanted first to try with smaller and less overwhelming events to get the hang of things.

What should I do in this case? What kind of permits do I need ot operate at a smaller temporary event? For instance, there are some community markets that are happening in Chattanooga and i wanted to show up, set up my tent, table, improvised equipment, and just make and sell lemonades on site.
