District sizes
i find it interesting how 11 is described as such a large district, with katniss and peeta both commenting on the vastness of it (although i understand this is because its the first district theyve seen outside of 12, which is tiny), and it is even taught in school as a large district. but on the maps, it looks like one of the smaller ones. 10, 4, 9, 6, and even 8 and 1 seem bigger. could this the capitol telling things they way they want, or simply just an inconsistency/ miscommunication from katniss?
