Downtown DSM Parking

Moved here from Madison last fall. Want parking advice.

Went downtown for Mother’s Day yesterday and very frustrated by the parking options (disabled person in our group). Got yelled at for doing a drop off near the entrance to the restaurant, as no clear drop off spot. (We have the handicap placard.)

Card got declined at the nearest lot. (Lot even had a sign that hinted that card declines are common on their system.) Went to a nearby ramp, totally cool, further walk.

  1. what is the best lot or ramp?
  2. is there an app for most of the ramps so I will better be able to find legit parking vs some dodgy card reader at a private lot?
  3. is there somewhere with a summary of parking laws and ordinances?
  4. is ramp or lot parking ever the same as the street meters? And how can you tell dodgy private lot from city lots ?

Saw as a child and one scene has imprinted on me. Watched on VHS in the mid-late 1980s at babysitters house with her older kids.

Slasher - brown 70s aesthetic, could be early 80s. Maybe a big spooky house. Maybe a sorority house or college housing?

Young women are at the bottom of a set of tall narrow stairs. Brown/wood stairs and dingy walls. Not too well lit. Looking up to the top of the stairs their friend is trapped (somehow) laying on her stomach and is yelling and crying and the people at the bottom of the stairs are yelling and suddenly a guillotine type killing happens decapitating the girl at the top of the stairs and her head with frizzy 80s hair bounces down the stairs to her friends. Don’t think there was much blood.

Any ideas? Or is this an invention of my like 6 or 8 year old brain?
