does anyone know what's going on with the transit ambassador placing fake money on the ground and then harassing riders who pick it up?

if it's an official program, someone needs to instruct her on how to interact with the public. she both screamed at and grabbed someone by the arm in the few minutes i witnessed (May 1, 12:45 pm).
