I read this book a couple years ago. There are several other people on the boat, it's like a big metal military-like one how I remember the cover art. I think they ferry souls, but that might be incorrect. Regardless, I do remember that they were some kind of taskforce and something about the ethics of what they were doing stresses out the protag. I don't exactly remember the ending, but I think the protag gets the opportunity to come back to the land of the living and declines? Again, it's been a couple years. I have no idea when it was written.
