Is an impact driver or wrench better for lag bolts?

And

Is it necessary to screw in lag bolts? Asking because don’t plan on camping often and trying to keep costs to a minimum.

Edit: I’m hearing mixed things about impact driver and impact wrench? Which one would be better?

• Do I need an impact driver, or will a drill/socket wrench work?

Trying not to overspend for a one-off setup.
