As a companion piece to my 'Making Monsters in Draw Steel' primer, I thought I would create an Excel version that does most of the heavy lifting for you. Simply follow the step-by-step instructions on the left hand side, editing the central 'stat block' area to design your creature. The 'point checkers' on the right hand side will check if the stats you are including are 'balanced' (according to a mixture of official rules, homebrew calculations and gut instincts on my part). Abide by or ignore the point checkers at your leisure.

I hope this gives you a decent baseline for coming up with some relatively balanced new monsters on the fly. If you have any suggestions or fixes to suggest, I'd welcome your feedback.
