Am I the only one who doesn't understand why people call the Judge the "most evil character in fiction?"

Am I the only one who doesn't understand why people call the Judge the "most evil character in fiction?"

This may be useless but it's been plaguing my mind ever since I finished it.

I feel like the Judge's morality is way more complicated. He doesn't go out of his way to commit atrocities, it's more of the fact that there's no line that he's unwilling to cross.

Now if we were saying "written evil" I wouldn't blatantly disagree, I just don't feel like he's as evil as people act like he is.

So has reading comprehension failed in the new generation or do y'all agree?

EDIT: I disagree with a lot of what I said, which is addressed in a reply below
