Looking for some documentation. Example of my question:

Drawing says to use a #6 bar 15'

Ran out of # 6 rebar. Can I use 2 #5s doubled up? Or even 2 #4s To get the same result?

If so where can I get a document to provide inspector?

I remember being taught that 2 #5s doubled up make a #9 etc.
