We submitted a 485/130 AOS packet almost 1.5 years ago that hasn't been acted on by USCIS. I recently received government orders to go overseas as a government employee. I am normally eligible for DCF at a consulate, but cannot do it because of a pending domestic filed I-130. USCIS does not allow a DCF I-130 if a I-130 has been filed domestically.

Is there any way to transfer a pending I-130 to a consulate for DCF? The I-824 is only for approved I-130. Can a domestically filed I-130 be approved if both the petitioner and beneficiary are not in the US?
