Are raid weapons better than m+ weapons?

So either I can bonus roll twice in m+ and hopefully get a weapon, or I can roll once in a raid. If I want a weapon, am I losing anything by rolling in m+?

So the green ones say Raid Finder. Does this mean I need to start a raid to get them? Does it matter what difficulty I start the raid at?
