TL,DR:
Manager justified my drop in performance rating because „It seems like you’ve been away quite a bit.”.
I just came back from a 3 month medical leave. No other details have been given. No explanation why exactly my performance dropped.
I gave notice and have a week left. Am I making it too easy for my employer?

As part of the yearly performance review, managers are supposed to follow a certain process and provide feedback in specific categories. Constructive feedback must be given with steps to improve. I got none of that, one sentence only, alluding to my prior medical leave.
There is also a bit of a back story, another employee, an employee on my team, also has been on medical leave, same situation and my manager pushed through the same rating. I am glad I didn‘t pass on the message as I was asked to.
In any case, so I am 100% certain of my managers request that medical leaves translate to a drop in performance, ther is no room for a misunderstanding here.
Our company internal managers training just says that a „bad review“ can’t be given as a result of a medical review. So I am not entirely sure if my manager crossed my moral boundary only or possible also company policy or even a CA state law.
Challenge is that this is word against word. I had a ~15 min discussion with my HR department after turning in my notice.
I am very sure my manager presented an opposing opinion, so now I wonder what to do next.
